Tennessee man pleads guilty to sending letters threatening to cut off officials’ body parts

LEBANON, Tenn. — A Tennessee man pleaded guilty to charges of sending threatening letters to elected officials, some of which threatened to cut off body parts and destroy buildings with explosives.

Phillip Wayne Foster, 68, pleaded guilty to eight charges, WZTV reported. A grand jury had previously indicted Foster on charges of distribution of any substance as an act of terrorism or as a hoax, three counts of false report and four counts of harassment, the television station reported.

Several agencies worked together in executing search warrants in February 2020, WKRN reported.

Some of the letters were sent to judges who served in Tennessee, and to Wilson County Sheriff Robert Bryan, according to WZTV.

“The letters included threats of bodily injury and/or death, bomb threats and threats of distribution or delivery of chemical agents,” Bryan stated in a news release. “This was a lengthy investigation for our Criminal Investigations Division, led by Detective Mike Barbee, due to the numerous victims and jurisdictions that were involved. They conducted a very thorough investigation, which allowed them to build a strong case against Foster in court.”

The multi-agency investigation began in October 2019, WZTV reported.
